NAIROBI, Kenya, September 8, 2026 — The Ethics and Anti-Corruption Commission (EACC) has arrested six suspects over the alleged irregular award and payment of a multi-billion-shilling contract linked to preparations for the 2018 African Nations Championship (CHAN). The contract involved the supply and installation of security, access control, communications, audio-visual and pitch-lighting systems at various stadiums across Kenya. According to EACC, the contract, valued at USD 15.89 million, approximately Sh1.5 billion, was awarded in 2017 by the then State Department for Sports Development under the Ministry of Sports, Culture and the Arts to M/s Auditel Kenya, a Spanish company registered in Kenya. Investigations by the anti-graft agency allegedly established that an advance payment of USD 3.15 million, approximately Sh330 million, was made to the company under a contract that was not procured in accordance with the Public Procurement and Asset Disposal Act of 2015. EACC said the company subsequently failed to fulfil its contractual obligations, resulting in the alleged loss of Sh330 million in public funds. The Commission further alleged that the money was transferred through various entities in an effort to conceal its source and facilitate its movement back to Kenya. Following the completion of investigations, EACC forwarded the inquiry file to the Director of Public Prosecutions (DPP), who approved the prosecution of public officials, company directors and other individuals linked to the matter. The suspects face charges including conspiracy to commit an economic crime, unlawful acquisition of public property, money laundering and abuse of office. Those arrested are: Amb. Peter Kirimi Kaberia – Former Principal Secretary, State Department for Sports Development. Stephen Njoroge Muthuma – Senior Principal Finance Officer, Ministry of Education. John Kiende Ruga – Senior Superintendent Engineer, Sports Kenya. Samuel Mbaa Njoroge – Tax Advisor and Partner, Taxwise Africa Consulting LLP. Enock Ondwari Onditi – Former Principal Accountant, State Department for Sports Development. Anthony Mwangi Kimathi – Former employee of Instalaciones Inabensa S.A. The suspects are expected to be arraigned before the Anti-Corruption Court at Milimani in Nairobi. EACC has also directed four other individuals to present themselves immediately at Integrity Centre or the nearest EACC office for processing. They are: Harun Komen Chebet – Former Director, Administration, State Department for Sports Development. Marcos Gonzalez Puente – Director, Auditel Ingenieria y Servicios. Kitheka Muma – Former Audit Committee Member, Football Kenya Federation (FKF). Ephraim Muchangi Kinyua – Automobile Business Consultant. In addition to the criminal proceedings, EACC said it has instituted civil proceedings seeking the recovery and forfeiture of public funds and assets allegedly acquired through proceeds of crime. The Commission reiterated its commitment to protecting public resources and ensuring that public officers and other individuals entrusted with public funds are held accountable for abuse of office and corruption. EACC said the investigations and prosecutions form part of its continued efforts to recover public funds and combat corruption in Kenya.
